Climate Governance Integrity Programme
This year in 2024, TI Vanuatu is expanding its focus in the area of good governance in climate change
mitigation and adaptation activities with its Climate Governance Integrity Programme (CGIP) funded by
the Waverly Street Foundation (WSF).
“The Climate Governance Integrity Programme, managed by Transparency International, is currently implemented
in 25+ countries and aims to enhance transparency, inclusivity, and accountability of climate governance
frameworks so that climate efforts are shielded from corruption.”

climate efforts in Vanuatu are shielded from corruption, and reach our people most vulnerable to
climate change.
The area of climate change is still fairly new in Vanuatu and there is a lack of transparency in climate
change finance. Citizens do not know where funds are coming from and there is little monitoring of
climate change projects.
TIV would like to see that information regarding the disbursement and management of climate finance
flows is proactively disclosed on institutional websites. In particular, information on decision making
processes, and project audits and evaluation reports should be made available to the public to allow for
greater accountability in climate finance delivery at the national level.
Vanuatu citizens must be able to hold their government accountable concerning its climate change
commitments and to climate adaptation and mitigation. We need to discuss the current status of
transparency, integrity, and oversight in Vanuatu government climate change finance as well as to
highlight the importance of independent monitoring and the tools available to achieve this.
Therefore, we see an opportunity to collaborate with you all (MoCC, CSO and the Private Sector) to
ensure, implementation of policies and programmes, reduced duplication of effort, and efficient
resource sharing so as to promote good governance in Climate Change Finance with a goal to ensure or
work towards communities being meaningful and inclusively consulted or actively empowered to
influence the allocation and use of climate funds.
We would like to see a greater participation of CSOs and climate change affected communities in policy
formation and project selection, approval and monitoring and also we want the see the establishment of
a robust system to follow up on and provide redress for the complaints and concerns of victims and
witnesses of corruption and fraud in the climate sector. Sanctions for corrupt acts should be clearly
defined and duly enforced.
What is Climate Crisis?
According to UNDP, the climate crisis, “refers to the serious problems that are being caused, or are likely to be caused, by changes in the planet’s climate, including weather extremes and hazards, oceanacidification and sea-level rise, loss of biodiversity, food and water insecurity, health risks, economic disruption, displacement, and even violent conflict.”
TI Vanuatu seeks to address climate crisis through effective anti-corruption efforts.
Such anti-corruption efforts amongst other issues include, Undue influence – on public policies and institutions, Fraud – in climate/carbon projects, Embezzlement – in emergency contracts, Bribery & Money Laundering – associated with environmental crimes which threaten mitigation and adaptation efforts, including responses to extreme events.
An anti-corruption lens for Vanuatu citizens not only allows us to understand the climate challenge from a new perspective but also presents new solutions.
These solutions include, promoting good integrity practices in agencies responsible for climate and sectoral policies, regulating lobbying and conflict of interests, strengthening access to information and open data, implementing open contract standards, and providing whistleblower mechanisms and whistle blower protection.
